Governor Newsom announces appointments 8.21.26
SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Mike Marshall, of Sacramento, has been appointed State Chief Information Security Officer at the California Department of Technology. Marshall has been Acting Information Officer at the California Environmental Protection Agency since 2022, where he also served as Agency Information Security Officer from 2017 to 2022. He held multiple positions at the California Public Employees’ Retirement System from 2008 to 2017, including Security Engineer, Systems Integrator, and MyCalPERS Security Architect. Marshall earned a Bachelor of Science degree in Business Administration from California Polytechnic State University, San Luis Obispo. This position does not require Senate confirmation, and the compensation is $210,792. Marshall is registered without party preference.
William Shafroth, of Santa Barbara, has been appointed to the California State Coastal Conservancy. Shafroth was President and Chief Executive Officer at the National Park Foundation from 2015 to 2025. He was Founder and Principal at Red Sheep Consulting LLC from 2013 to 2015. Shafroth held multiple positions at the Department of the Interior from 2009 to 2013, including Counselor for Secretary Ken Salazar for America’s Great Outdoors and Principal Deputy Assistant for Fish and Wildlife and Parks. He was Founder and Executive Director at Colorado Conservation Trust from 2000 to 2007. Shafroth was Founding Executive Director at Great Outdoors Colorado Trust Fund from 1994 to 2000. He was Assistant Secretary for Land and Coastal Resources at the California Resources Agency from 1991 to 1994. Shafroth was Western Regional Director at American Farmland Trust from 1982 to 1990. He was Farmland Analyst at the California Department of Conservation from 1981 to 1982. Shafroth is a board member of Under Canvas Inc. He earned a Master of Public Administration degree from Harvard University and a Bachelor of Arts degree in Political Science and Environmental Studies from the University of California, Santa Barbara. This position does not require Senate confirmation, and the compensation is $100 per diem. Shafroth is a Democrat.
Rita Gallardo Good, of Long Beach, has been reappointed to the Commission on the Status of Women and Girls, where she has served since 2023. Gallardo Good has been President and Chief Connector at Buena Consulting since 2026. She was Vice President of Partnerships and Policy Engagement at Campaign for College Opportunity from 2024 to 2026. Gallardo Good held multiple positions at California State University, Sacramento from 2020 to 2024, including Senior Associate Vice President of Public Affairs and Advocacy and Director of Civic Affairs. She was Assistant Director of Employer Relations at the California State Teachers’ Retirement System from 2016 to 2020. Gallardo Good was Chief of Stakeholder Relations at the California Public Employees’ Retirement System from 2013 to 2016. She was a Legislative Consultant at the Office of California State Senator Alex Padilla from 2011 to 2013. Gallardo Good was Chief Assistant Clerk at the City of Santa Ana from 2007 to 2010. She was Assistant to the City Administrator at the City of Hawaiian Gardens from 2004 to 2007. Gallardo Good was Chief Assistant Clerk of the Board at Orange County Transportation Authority from 2002 to 2004. She was Administrative Analyst at the City of South Gate from 1994 to 2002. Gallardo Good is Commissioner of the Civil Service Employee Rights and Appeals Commission at the City of Long Beach and member of the Chicano Latino Youth Leadership Project. She earned a Doctor of Education degree in Educational Leadership from California State University, Sacramento and a Master of Public Administration degree and Bachelor of Arts degree in Business Administration from the University of La Verne. This position requires Senate confirmation, and the compensation is $100 per diem. Gallardo Good is a Democrat.
Nisha Devi Rodrigo, of San Francisco, has been reappointed to the Commission on the Status of Women and Girls, where she has served since 2024. Rodrigo has been Director of California Wellness at the Office of the First Partner of California since 2025. She has been Eastern Medicine Practitioner since 2018. Rodrigo was Founder at Kala Wellness from 2012 to 2025. She was Founder at InFocus Wellness Institute from 2004 to 2012. Rodrigo was a Parliamentary Researcher for Member of Parliament Graham Allen in the House of Commons at the British Parliament from 2000 to 2001. She was Special Assistant in the Counsel’s Office at The White House from 1999 to 2000. Rodrigo is a member of the Governor’s Advisory Council on Physical Fitness and Mental Wellbeing, the Dean’s Advisory Board at Loyola Marymount University, and Yoga Alliance. She earned a Bachelor of Arts degree in Communications from Loyola Marymount University. This position requires Senate confirmation, and the compensation is $100 per diem. Rodrigo is a Democrat.
Joelle Gomez, of Stockton, has been reappointed to the Commission on the Status of Women and Girls, where she has served since 2022. Gomez has been Chief Executive Officer at Children’s Home of Stockton since 2016. She was Chief Executive Officer at Women’s Center Youth and Family Services from 1997 to 2016. Gomez is Chair of the San Joaquin County Children’s Services Coordinating Commission and member of the San Joaquin County Commission on the Status of Women, the California Alliance of Child and Family Services, and the St. Joseph’s Medical Center Advisory Committee. She earned a Bachelor of Arts degree in Communication Arts from the University of San Francisco. This position requires Senate confirmation, and the compensation is $100 per diem.
